The issue of travel for Americans after the summer of 2021 is a case of individual EU member nations to determine, but there is no reason to believe that essential travel for Americans will ever be affected. The EU test of whether the virus has passed the "safe" test is only a suggestion for individual EU nations to determine.
I always focus on "pleasure" travel for less $$, and travel prices were rising rapidly until the onset of 2021 along with the problem of the COVID resurgence globally.
A great change has taken place, in these still plague filled times of global concern, bargains are coming back for Americans who are traveling to EU nations for pleasure only. The nasty of inflation does not affect the EU when it comes to pleasure traveling Americans, they are happy to offer below inflation prices due to a need to revive their struggling tourism industry, but then EU nations are just as happy to offer bargains to those pleasure traveling travelers within EU nations.
Insofar as elsewhere, I am not so certain as to what prices pleasure travelers will encounter, especially for the destinations like Australia/New Zealand, and insofar as the near far east, COVID restrictions are still in effect for pleasure travel, check if you are vaccinated restrictions remain, and I am not sure if you might encounter problems with "essential travel."
For the $$ conscious globally $$$ conscious, I recommend the EU nations for the foreseeable future, however, there is no certainty as to whether COVID will affect the vaccinated or even the booster re-vaccinated.
Nonetheless, I am no longer motivated to travel—that is, unless a big tech millionaire will take me as passenger on their airplane and offer me a conveniently based fully staffed palatial home with accommodations, but, of course, that's my "pie in the sky" and, I am not complaining, I have been fortunate enough to experience a mid-20th century "gold" star travel world for less $$$ @ bargain prices.
